This is not journalism, but a serious study of the history, current state and opportunities for the development of Russia's relations with the European Union. From the immoderate optimism of the 1990s to growing distrust, and now, separately, but at the same time, to an understanding of common challenges, from which a difficult, but in principle possible step - no, not to a fundamental agreement, the expediency of which the author doubts, but to a package of agreements in the name of ensuring common security. Unlike publicists who work directly for the authorities, the author is not inclined to blame only the EU for all the difficulties of contact and rather convincingly records a considerable number of mistakes made and being made in contacts with the EU by both Russian diplomacy and its bureaucracy as a whole. Unlike purely academic studies, the author does not limit himself to the position of an observer, risking to offer an outline of his own project for developing a new modus vivendi with the EU in the context of a global loss of the former order.
