This edition was intended for a wide range of readers. Here is information about the main events in the social, political, scientific, cultural life of the USSR and foreign countries that took place in the year the TSB Yearbook was published. Some figures published in previous editions have been changed as they have been refined. Statistics for the current year are in some cases preliminary.

When choosing the type of annual reference publication, the Main Editorial Board of the TSB tried to take into account both the breadth of the reader's interests and the fact that few specialized reference publications were published in the USSR at that time. Being thus the chronicle of the year, the Yearbook can serve as a kind of guide in the rapidly changing modern world.

A special place in the Yearbook is given to the latest discoveries and the most important achievements in the field of science and technology, reports on scientific congresses and conferences, new machines, instruments, and technological processes.
Separate reviews of the Yearbook are devoted to the most striking events in cultural life, and also the achievements of Soviet and foreign sports. The titles of new literary works, plays and films not released in Russian, mentioned in the articles, as a rule, are given in literal translations, except for those cases when other names were assigned to these works in the Russian Soviet press.

Being a continuation of the Yearbook published the previous year, this Yearbook is at the same time a completely independent publication.
