The son of a dentist, a teacher at a dental school in Yekaterinoslav. In 1912-1917 he lived abroad, studied at the University of Paris, where he graduated from the Faculty of Law. In 1917, he participated in the Democratic Conference in Petrograd, a member of the Pre-Parliament. In 1917–1918, Deputy People's Commissar of Justice, Deputy Chairman of the Petrograd Committee of the Party of Socialist Revolutionaries, member of the Central Executive Committee (Central Executive Committee) of the All-Russian Council of Workers' and Soldiers' Deputies, editor of the codification department under the People's Commissar of Justice of the RSFSR, chairman of the Petrograd Revolutionary Press Tribunal. In 1918, People's Commissar of Justice of the Moscow Governorate, member of the Audit Commission of Inquiry, member of the Commission for the drafting of the first Constitution of the RSFSR, editor of the Znamya Truda newspaper. Withdrew from the Council of People's Commissars of the RSFSR in protest against the Treaty of Brest-Litovsk. In the same year, as part of a delegation of the Left Social Revolutionaries, he was sent to Switzerland to establish contact with the left socialists of Europe, from where he was expelled. In 1919 he was arrested, after his release he left Soviet Russia. In Butyrka Prison he managed to write "Essays on the Philosophy of Populism". When crossing the border, he was arrested by the Polish authorities, but released six months later. He was engaged in party work and journalism, since 1921 he was a foreign representative of the Left Socialist-Revolutionary Party. Wrote an appeal to the working people of the whole world about the famine in Russia. Participated in the preparatory work for the entry of the Socialist-Revolutionaries into the Vienna International. Since the autumn of 1921 he lived in the Weimar Republic, one of the founders and leaders of the publishing house "Scythians". In 1922, one of the organizers of the Committee for Assistance to the Starving in Russia. In 1924−1930 participated in the issues of the bulletin of the left populists "Banner of struggle". Committed suicide in Paris in 1930.
