The textbook comprehensively covers the problems of the theory and practice of the electoral process.
A wide range of issues is presented in a systematic way: the place and role of the institution of elections in modern democracies, the structure of the electoral system, its functioning and transformation, the main types of electoral systems, various electoral technologies, including the so-called dirty ones. The characteristics of such political institutions as a referendum and recall of an elected person are also given.
Changes made to the electoral and related legislation in 2004-2005 are taken into account. At the end of each chapter, control questions and a list of references are given.
