For many centuries, bribery and extortion have been integral parts of the Russian civil service. And the Russian rulers actively tried to eradicate these phenomena.

The first to start a large-scale fight against corruption in Russia was Peter the Great. This Russian tsar was well aware of the danger to the state posed by bribery and embezzlement, and therefore declared the fight against these phenomena a nationwide affair. Peter promised a reward to those who would inform on the embezzlers, and all officials were forbidden to receive any other remuneration for their work, except for the salary determined by him by the state. An employee who violated the ban was expected to be severely punished: “cruelly punished on the body, deprived of all his property, defamed, and from among good people he would be cast out, or he would be executed by death.”

In the 20th century, Joseph Stalin fought hard against corruption in the country. Only, unlike Peter I, he successfully coped with this task ...
