The appearance of the “General Armorial of the noble families of the All-Russian Empire” is associated with the reform carried out by Paul I in the field of noble family heraldry. It was the manifesto of Paul I of January 20, 1797 that marked the beginning of the legal formation of Russian and Little Russian coats of arms. The compilation of the “General Book of Armorial ...” was carried out in accordance with the structure approved by Paul I. It was divided into three sections: the first contained the coats of arms of titled and old noble families (that is, from the time of the connection of estates with estates); in the second - the coats of arms of persons especially granted nobility; in the third - the coats of arms of the clans that were again promoted to the nobility by rank and order. Throughout all the years that the “General Armorial ...” was compiled, this division was preserved, but the ancient and established nobility were united in the last section. To compile the “General Armorial…” all provincial noble deputy assemblies had to submit lists of nobles wishing to approve their coats of arms along with proof of their noble origin. According to the decree of Paul I, it was necessary “to commemorate those noble families that actually descend from princely families, although they do not have this title, to leave their crown and mantle in the coats of arms.” Such clans, for example, included the Rzhevsky, Vsevolozhsky, Tatishchev and many others. Each part of the “General Armorial ...” included from 150 to 180 coats of arms. The drawing of the coat of arms was accompanied by its description and brief historical information about the family or person who received the coat of arms. At the end of each volume there were alphabetical indexes of the families and persons whose coats of arms were included in this volume. In addition, the RGIA also stores the so-called twenty-first volume, which contains 61 coats of arms, approved by the Senate under the Provisional Government from June 1 to November 22, 1917. "General Armorial of the Noble Families of the All-Russian Empire" is an important source on the history of Russian noble heraldry and is an outstanding monument of applied and fine art.
