In 2006, Daniil Granin proposed to gather historians from Russia and other countries in St. Petersburg to discuss the debatable issues of the history of Leningrad during the Second World War and begin the process of creating a common scientific space in the study of one of the most tragic periods of the 20th century - the blockade of Leningrad . Until recently, Russian historiography was still dominated by stereotypes of the past, and the achievements of foreign colleagues who used numerous archival sources inaccessible to Russian historians were only slightly taken into account. In September 2007, the St. Petersburg Institute of History of the Russian Academy of Sciences and the D.S. Likhachev Foundation held a scientific and practical conference "Siege of Leningrad: controversial and indisputable", which was attended by historians from Russia, Belarus, Germany, Finland, the USA, Canada and the UK.

The collection offered to readers contains speeches at the plenary session, as well as materials presented after the conference on the most controversial issues.
